Ian Drennan

Ian Drennan is Chief Executive Officer and the sole appointed member of the Corporate Enforcement Authority. He has extensive experience in the areas of investigation, regulation and civil and criminal enforcement and of leading entities having a public interest mandate, having previously held the positions of Director of Corporate Enforcement and Chief Executive Officer of the Irish Auditing & Accounting Supervisory Authority. He is a member of the Advisory Council on Economic Crime & Corruption, the Anti-money Laundering Steering Committee and the Company Law Review Group. He is also a member of the Medical Council, the statutory regulator of medical doctors in Ireland, where he is Chairman of the Audit Committee and a member of the Fitness to Practice Committee.

An accountant by profession, he also holds qualifications from University College Dublin, the UCD Smurfit Graduate Business School and the King’s Inns.

Fallon Judge

Fallon Judge is the Director of Civil Enforcement in the CEA. Previously, Fallon was a Senior Forensic Accountant with the CEA and in that role acquired extensive experience in both civil and criminal investigation. Previously, Fallon worked with an international accountancy firm, where she specialised in the areas of insolvency and corporate recovery.  

In addition to being a Fellow of the Association of Chartered Certified Accountants, Fallon is a member of the Irish Tax Institute. Fallon also holds Post Graduate Diplomas in Corporate, White-Collar & Regulatory Crime (King’s Inns), Forensic Accounting (Chartered Accountants Ireland) and Insolvency (Chartered Accountants Ireland) as well as a B.Sc. in Architecture (Queens University Belfast).

Paul Egan, SC

Paul Egan SC is a solicitor and Chair of the Company Law Review Group, of which he is a founder member. He is Of Counsel at Mason Hayes & Curran LLP, where he has spent his entire legal career, including 30 years as partner. A former member of the Irish Takeover Panel, he specialises in corporate transactions, corporate governance and securities law. His books include Irish Securities Law (Bloomsbury 2020) and Irish Corporate Procedures (Jordans, 3 editions), and he is preparing a 6th edition of Jordan’s Irish Company Secretarial Precedents, due for publication in 2024.

Dr Irene Lynch Fannon

Dr. Irene Lynch Fannon is currently Head of Knowledge Management at Matheson LLP and Professor Emerita of the School of Law at University College Cork. 

Irene is a Ministerial appointee to the Company Law Review Group and has Chaired the Insolvency sub-committee of this Group for a number of years. During this period the CLRG has issued a number of reports which have advised on legislative changes, including the introduction of SCARP under the Companies (Rescue Process for Small and Micro Companies) Act 2021 and changes proposed in the Plan of Action on Collective Redundancies following Insolvency Bill 2023. Irene is also a member of the European Commission Committee of Experts on Insolvency and Rescue Law. The work of this group has influenced the shape of both the Preventive Restructuring Directive 2019/0123 and the proposed Directive on the Harmonisation of Certain Aspects of Insolvency Law. 

James B Dwyer, SC

James Dwyer is a senior counsel and member of the Inner Bar. He has practised law since 2001. He practises primarily in criminal law, public law and constitutional law. He appears for both State bodies and private citizens in court at all levels from the District Court to the Supreme Court. He speaks frequently at conferences and is co-author of the textbook ‘Discovery and Disclosure’ which is now in its third edition.

Claire O'Regan

Claire O' Regan is a Senior Principal Prosecutor and Head of Policy and Research at the Office of the Director of Public Prosecutions (DPP). For nine years she worked as a solicitor in private practice, specialising in criminal defence. Her eleven years' public sector experience includes working as an Advisory Counsel with the Office of the Attorney General, as an Enforcement Lawyer with the Office of the Director of Corporate Enforcement, and as Head of Legal with the Garda Síochána Ombudsman Commission. For five years she also served as a Director of the Irish Penal Reform Trust. She has provided lectures and tutorials at the Law Society of Ireland on corporate law and on criminal law and has also served for five years on a regulatory committee of the Law Society. She holds a B.A. from Trinity College Dublin, a diploma from the Law Society of Ireland, and a M.Sc. in Applied Governance from the Institute of Public Affairs.

Bernard Condon, SC

Bernard Condon is a senior counsel and member of the Inner Bar since 2009. He practises primarily in criminal law and has appeared in many of the longest criminal trials in the State for both defence and prosecution. He has extensive experience in dealing with serious criminal cases and appearing in matters of economic crime. He has appeared in cases involving significant new legal rulings from the Superior Courts in areas including Supreme Court analysis of the limits of statutory powers of State bodies engaged in investigations where competing personal rights are engaged.

Aoife McPartland

Aoife McPartland BL is Senior Enforcement Manager for the Civil Enforcement and Advocacy unit of the Corporate Enforcement Authority. Aoife is a PhD candidate in UCD’s Sutherland School of Law studying the restriction of company directors’ regime in Ireland. Aoife has had articles on topics covering criminal law, professional regulation, and company law published in journals such as the Hibernian Law Journal and Commercial Law Journal. Aoife’s article on the amendments to the restriction regime under the Companies (Corporate Enforcement Authority) Act 2021 was recently published in volume 69 of the Irish Jurist. Aoife has presented papers on her PhD topic at academic conferences including the Socio-Legal Studies Association and the Society of Legal Scholars. Aoife has been a public interest member on the Health and Social Care Professional Council’s Appeals Committee since September 2022.  

Neil Steen, SC

Neil Steen is a practising barrister and senior counsel. He is a graduate of Trinity College Dublin and Oxford University. Neil was called to the Bar in 2000, winning the John Brooke memorial prize, and took silk in 2016. His practice includes company law, insurance, professional negligence, and planning and environmental law.
